Hij spreekt met journalisten van een nationale krant, die ontdekken dat de ziekenhuizen sterk verdunde desinfectans gebruikten, met de minister van Volksgezondheid in de tijdelijke technocratische regering en met de slachtoffers van een corrupt zorgsysteem in een disfunctionele staat.Nanau schuwt sensatie en houdt zich afzijdig van al te grote emoties die het verhaal omringen. Regisseur Nanau volgt een team journalisten dat de zaak onderzoekt en het ene na het andere corruptieschandaal ontdekt. Ook filmt hij (met opmerkelijke vrijheid) een jonge minister die het verrotte systeem wil veranderen. Het resultaat is – zoals wel meer moderne Roemeense cinema – extreem sober uitgevoerd maar inhoudelijk verpletterend. Collective gaat specifiek over Roemenië, maar impliceert een wereldwijde crisis.
